yah   its speed is very nice if ur mobile support EDGE then you will get   6-28kbps  downloading speed
and for gprs mobile   you will get   3-12kbps donwldg speed   for more details , setting and speed boosters .

Can we connect a laptop to that phone and surf on laptop?
Is it availabe for maharastra circle?

Just to try out, I also bought Aircel SIM and was par below expectations. Though I got EDGE availability, it was not able to give more than 15 kbit/s, yes that is kilo bits.. that is actually less than 2 KBytes per second. But considering Rs. 98 for whole month unlimited, its good and I am enjoying it on my phone which is a PDA iteslf. 

Yes, you can use it connect to laptop or computer. I tested speed on laptop itself.

without recharge i connect gprs.... luck!!!!!!!!!!!!!!!!!.. its free for me.... i am not pay 14,or 98 (for unlimitted).
without paying i got unlimitted gprs.... now i connect every day
