It is actually line fault, you need to check following :
1. Telephone is not having any cut in it.
2. Jacks are not rusted, try cleaning them.
3. Joints are having proper insulation

Also, try to shorten your wire to telephone poll, if you can remove jacks and can have direct joint then do that. Also ask your lineman to make proper joints on poll and propery covered.

hmmm ... so does it make a difference if your telephope set is kept in a place that is far from the main pole from where the telephone connection starts and .... a long wore has to be used in ouder to get the phone ringing.  Incase of dile up.

Soniya,  Its not clear what you asked but
Still I want to tell you few things..
For simple dialup.. the audible noise of line is affective facter,  its doen't matter how long the wire is untill your line is noise free..
Its because that simple dialup uses analog signal that are similar to voice pulses.

On the other hand aDSL or broadband uses a specific part of line and its signal weekens as the distance increase as well increase in distance effects more as longer the distance.. more chances of interfering devices like microwave signals (not really of oven but like wireless signals .. ) etc.

Hope you got the broad idea.
