Since its a windows 6.1 mobile, its pretty easy to configure it for bsnl GPRS.
First make sure GPRS has been activated on your SIM.

Goto --> Settings --> Connections --> Connections --> MY WAP Networks --> Manage Existing Connections ---> NEW --> Now give it some name (say BSNL 3G) --> Select Modem : Cellular Line (GPRS) --> Next --> Give apn as "bsnlnet" --> NEXT  (Leave Everything blank here) --> Finish

You may use other APN as provided by BSNL in your area. Also now make sure that under :
Goto --> Settings --> Connections --> Connections --> MY WAP Networks --> Manage Existing Connections
Your newly created connection is being selected.
