You can install blogging software like wordpress on one of the PC, just install WAMP server and then install Wordpress and you are done. You can now open that blog by typing IP of that PC.

If you need to open it by LOCAL url then you can either set a local DNS server or simply specify about it host file in every PC.

First search and download WAMP and then Wordpress then let me know .
