The Management who  take care of the ground , they only responsible .

I know you raised this question after the Firoz sha Kotla incident ... that was really bad because the Management already knows it and that match to be held in this stadium.. so better managed it because of the Cricketers got injured and public who went there to see the match vanished the stadium.
