Ya, Chinese mobiles are available throughout India and almost on same cost as you mentioned. About them being illegal, I guess they are legally imported.
But note, there build quality is not really good and also 2 MP camera may not be real 2 mega pixel camera. But its fun to use them.

as ricky pointed out the only thing with these chinese model is its poor quality. The facilities they boast of is endless but i dont think it is built to last. But nowadays people only use a phone for 3 months before thay go 4 a new one. In that case i think these are worth an experiment.
